We, the undersigned, urgently request that you take the necessary steps to prosecute individuals, government or private entities which have caused unnecessary suffering to animals or neglected their welfare, based on contents of the Animals Act 1953 (Revised 2006).
Over the years, animal lovers have stood by and watched helplessly as municipal council workers handled stray dogs with brute force, pet owners neglected or abandoned their pets, zoo animals continued to live in deplorable conditions, and stray animals were maimed/killed by cruel individuals.
We earnestly urge you to act in all expediency to quash this kind of inhumane, arrogant behavior by Malaysians, as allowing them to continue will result in the needless suffering of hundreds of thousands of animals every year, and undoubtedly have a negative and detrimental impact on Malaysia's image worldwide.
In the last decade, only a handful of prosecutions have been initiated against animal abuse - making Malaysia a haven for animal abusers. The Department of Veterinary Services - an animal protection agency under the purview of the Ministry of Agriculture - has failed to act on the various cases of animal abuse highlighted by members of the public;
The recent viral video showing 6 Batu Pahat municipal workers using brute force on a stray dog
Deplorable conditions in zoos nationwide
Individuals who neglect their pets, or maim/kill defenseless stray animals
Various viral videos that have surfaced on the Internet of a poodle being hit repeatedly, a cat being set on fire in a cage, and a family of kittens being hit, kicked and stomped to death.
FBI research indicates that animal abusers are 5 times more likely to be violent in society. When they are not punished, they continue their abuse on children, women and society at large. Consequently, Governments all over the world have begun to take animal cruelty seriously by imposing punitive cruelty penalties and have encouraged Responsible Pet Ownership.
We call on the Prime Minister of Malaysia to ensure :
Immediate revision to the current legislation, to increase the penalty from RM200 to RM50,000 and a mandatory jail sentence
That dog-catching is carried out solely by municipal workers under their respective municipalities, who will be held accountable for their actions
The methods employed in catching and transportation will follow 'DVS Humane Guidelines 2008 on Catching and Euthanasia of Stray Dogs'
Stricter enforcement and active prosecution on cases of animal cruelty by the DVS
That all pet owners are encouraged to spay/neuter their pets by adopting differential licensing i.e. cheaper license fees for spay/neutered pets and much higher license fees for unspayed/unneutered pets" and the promotion of Responsible Pet Ownership
Stop animal abuse. We human race have done enough damage to the nature and these poor animals can't fit in easily anymore. We should provide better shelter to them let alone abusing them, or killing them for our own luxurious purposes. we can use bags other than those made of leather, we can wear any clothes other than those made of animal fur, and we definitely have better things to do other than spending our time abusing those helpless animals. Love animals as much as you love yourself.

Stop animal abuse. In our country, animal especially dogs (as seen in newspaper) are treated very badly, being abused..abandoned..starved.. I think the root of the problem is that of lack of morality, though we learned Moral Studies and Islamic studies in both primary and secondary education, does it really help? I think the government needs to revise this problem, or else this will get worst, as seen in China. In the mean time, the most effective way of dealing with this problem is amend the law, impose a higher fine or if necessary even a jail penalty, be it 2months or 6 months (if appropriate). Animal deserves a better life.

i wish that we have an animal shelter in each town in malaysia to protect the stray dogs and cats that is starving and homeless and give them a chance to live happily and loved. it was heartbreaking that most people don't really care about these animals anymore. people became cruel and just hit them with car when they saw dogs on the road. this last few days i saw 3 carcasses of dogs and 1 cat in the road.. i even saw a dog carcass died because getting stoned in the head. i can't really understand why would people need to hurt these innocent poor little creatures.. wish u guys could help them..

i can only help cats since i'm a muslim but it just breaks my heart looking at strays, especially dogs, wandering around in groups/alone unaware that their life will come to an end. either get hit by a car/lorry or get shot. we have to do something, help them please. no matter how many petitions u sign it will never be enough go out and DO SOMETHING!

adopt animals, dont buy. there's a lot of animals (esp. stray) who need love. pretty or not, they're just the same. animals are not for show, so please STOP BUYING. strays will end up killed by irresponsible and cold-hearted people. help lessen stray animals by fostering them and advertise at pet finder or giving them to spca etc or let them be apart of your family. it doesnt hurt if u give extra effort and love to these helpless animals. we can make a difference!
